Abstract:

In many low- and middle-income countries, social welfare programs are often used as political tools. Instead of just helping the needy, governing parties sometimes use aid to “buy” loyalty from voters, especially where eligibility rules are not strictly enforced.
A study of the food distribution system in the slums of Kolkata reveals how deeply politics influences who gets food transfer programme:
– The Cost of Political Rivalry: In areas with high political competition along with high political fragmentation, the probability of receiving food support drops by 48.5%.
– Political “Gridlock”: If a local community is governed by a different party than the state government (non-alignment), slum dwellers are significantly less likely to receive food transfer. In short,  food transfer programme is often used as a lever for political power.
– Additional food-grains given during COVID: The Govt provided extra food-grains with the objective of meeting the essential needs.  For those who received support, household expenses dropped by 4.45%. We find that households have redirected spending towards to education and internet needs instead of meeting the essential needs.
